Cynthia Lian Hsiao Feon

Cynthia was admitted as an Advocate and Solicitor of the High Court of Malaya in 2005 after obtaining an LLB (Hons) degree in 2003 and the Certificate of Legal Practice in 2004.

Cynthia practises in all aspects of tax and revenue law advisory, structuring, planning, dispute resolution, litigation, transfer pricing, audit and investigation work. She has appeared as Counsel for taxpayers before the Special Commissioners of Income Tax and the Appellate Courts of Malaysia. She deals extensively with governmental authorities and regulatory bodies including in arbitration proceedings and settlement of tax cases, application for, consultation with and negotiation of tax and other financial incentives.

Cynthia has extensive experience in advising clients in a wide range of industries and sectors on compliance issues. She has represented and advised foreign, multinational, government-linked companies and Malaysian companies on Competition Law in industries such as financial services, logistics, telecommunications, pharmaceutical, general and life insurance, plantation, housing and commercial developers, hospitality, fast moving consumer goods, paint manufacturing and automotive. Her commercial understanding of her clients’ business activities has enabled her to provide advice on the competitive implications of business practices, strategies and agreements. She advises on competition law issues arising from distributorship arrangements, joint venture agreements, M&A transactions, pricing schemes, rebates, dominant position, tying and bundling, sales and licensing agreements, procurement practices and other commercial transactions. As part of her competition law practice, Cynthia provides legal due diligence and assessment of the risks of non-compliance with local competition laws and advises clients on ways to mitigate competition law risks. She also conducts trainings and workshops for clients and event organisers on Competition Law.

Prior to joining Lo Chambers, Cynthia was a partner in one of the oldest law firms in Malaysia, Shearn Delamore & Co, specialising in the practice areas of tax and revenue law, and competition law & antitrust.

As a firm believer in life-long learning, Cynthia is currently pursuing a postgraduate degree in Economics for Competition Law by King’s College London. She believes that it is imperative as a lawyer advising in competition law to be acquainted with economics understanding in order to assist clients in dealing with competition matters effectively.
